The Region Stockholm, previously Stockholms läns landsting, Culture Administration invites professional artists to apply for two sketch assignments to create public art commissions for two adjacent hospital wards at Karolinska University Hospital in Huddinge.

Region Stockholm is working on renovating and investing in many existing premises at various hospital sites, in order to offer more healthcare facilities and create more single rooms. Wards R61-63 and R62-64 in the R4 building within the Huddinge Hospital area are to be renovated. Demolition work has begun and the completed wards are scheduled to receive patients in March 2020.

Description of the Art Commission

The creation of public art for the county’s hospitals is defined by a confidence in the capacity of the individual patient, and a will to define the patient primarily as a person and not by their illness. Art is of great importance, not just for the aesthetic value it brings to a place, but also as an expression of a humanistic view of society. At the Huddinge Hospital, art has been an important part of the fabric of the hospital from the beginning, reflecting half a century of trends in art, healthcare and society as a whole.

By adding new works of public art as the hospital environment evolves and changes, the Culture Administration wants to work with the healthcare departments in the creation of attractive environments and a welcoming atmosphere. The overall design of the premises will strengthen the patient's own integrity. A well cared for healthcare environment is a clear sign of the respect and care shown towards patients and staff. Qualitative interior design and choice of art is also a way to create positive diversions for patients. In this artistic assignment we want the chosen artist to take the unique artistic environment found at Huddinge Hospital as their starting point and central inspiration.

The Hospital was built in the late 1960s with the vision of creating a state-of-the-art element in the region's healthcare program, in which public art was integrated into the fabric of the building. When the hospital was completed in 1972, prevailing social planning and architectural ideals were in flux. These art commissions should take as their starting points, notions of Huddinge Hospital's history, ideas about its future, and its architectural context. In other words, a prerequisite for both commissions is that the artist who receives the commission should actively consider the architecture of the hospital, the changing landscape in which the building complex is located; to reflect on the building’s place in the present time and in history.

Conditions on site

This open call relates to two separate projects for two healthcare departments. These two departments are located on the same floor in the R4-building at Karolinska University Hospital, Huddinge. These departments are to be rebuilt in a general manner and today there is as yet no information about the specific nature of the healthcare providers. Both departments will contain 24 nursing rooms each. A design theme for both projects has been developed by the project architects and is in line with overall guidelines for design at Karolinska University Hospital in Huddinge. The colour scheme of the healthcare departments will follow these themes. These themes should not, however, be seen as having influence over the development of the art commissions. The exact placements of the art are not given in advance but for practical reasons it will mainly be placed in the department corridors. Seven wall surfaces in the corridors, including a reception area, have been identified as suitable places. In agreement with the project architect and other parties within the construction project, some glass surfaces may also be included in the artistic commission.

After submitted sketch proposals have been accepted and approved in May 2019, the artistic projects should be completed by January 2020 in order to be installed in February 2020. This relatively short period of production may have a bearing on the choice of materials and / or artistic process.

Budget

For the sketch assignment: 40,000 SEK excluding VAT.

The execution of the artistic public commission is budgeted at 355 000 SEK, excluding VAT. All costs connected to the execution and installation of the artwork, such as the artist’s own project planning time, material costs, subcontractors/assistants, travel, transportation, insurance, the artist’s own fee for executing the work and the artistic fee, storage until the time of installation, must be covered by this budget. The artist must provide an environmental checklist and a maintenance description, as well as operating and maintenance instructions.

Some costs related to the technical coordination, and installation of the art project will be financed from a separate budget.

Timetable

• 16-01-2019 at 24.00, deadline for registering expression of interest.

• 25-01-2019, decision on selection of artists for sketch assignments

• 03-05-2019, submission of complete sketch proposals

• 10-05-2019, decision on selection of artists for the public art commissions

• 10-05-2019, starting point for the public art commissions

• February 2020, installation of the completed artwork

Notification of selection for proposal submission

Decisions on which artists are to be invited to take part are taken by the head of the art department, by delegation of the Cultural Council and published on the website www.kultur.sll.se during week 5, 2019. Artists invited to submit sketch proposals will be notified by telephone or e-mail. The Culture Administration often works with parallel sketch assignments where several artists present sketches for assessment within the same assignment. Within this specific project, The Culture Administration reserves the right to assign the assignment directly to one artist.
